The short answer to this question is: yes, it is possible to ship CBD oil legally. This has been made possible by the 2018 United States Farm Bill. However, there still exist many doubts and questions regarding the details about shipping CBD oil. This article gives some insights into the legalities surrounding shipping CBD oil.
Before considering shipping CBD oil, it is important to first consider four factors.
Potency: According to federal regulations, it is necessary for the CBD product to have THC levels below 0.3%.
Source: The CBD should have been extracted from hemp, and not marijuana.
License: CBD products must come from a licensed grower. This means that there is a state government official who can oversee the production of the hemp.
Testing: It is best for CBD products to be tested by a third party. Reliable suppliers of CBD products provide the lab results readily in order to provide the chemical makeup of the product being sold.

Carriers who accept CBD shipment
USPS ships CBD and CBD-based products provided there is a signed self-certification statement that ensures three things: the CBD is legal, it has been extracted from hemp and has a license, and it is derived specifically from industrial hemp with THC concentration less than or equal to 0.3%.
UPS has different requirements. UPS requires three things: place where the hemp was grown, how they were processed, and verification of who shipped the product to the supplier and how the supplier shipped it to the customer.
DHL’s rules are: the shipment’s THC content should be 0.3% or less; all federal, state, and local laws should be followed; all records regarding compliance are retained by the shipper; and the packaging does not have any label or branding sign that reveals what is inside.
In general, FedEx is not a service to use for shipping CBD as it disallows hemp leaves, hemp plants, seed oil, and even CBD that has been derived from hemp.
Of course, keep in mind that these rules are applicable for the US. If you are shipping CBD internationally, keep in mind that there are countries where it is not legal to consume CBD for instance, China and Russias.
